Tihomir Žiljak Tihomir Žiljak is Head of Department for lifelong learning, development and EU programs at Public Open University Zagreb, an assistant profesor of Education policy, Europeanisation of public policies and Introduction to public policy analysis at Faculty of political science, Law faculty, Faculty of Education and Rehabilitation Sciences (Zagreb, Croatia), Departments of political science and Pedagogy (Mostar, BiH), and member of academic networks in adult education and disability issues. He is the president of the Croatian Andragogy Society (which is member of ESREA), and president of the editorial board of the Croatian Andragogy Newsletter. Public Open University Zagreb (POUZ) is the largest adult education and cultural institution in Croatia. Its tradition goes far back to the year of 1907 when the idea of establishing a public university in Zagreb has been initiated. Nowadays POUZ has 840 educational, training and cultural programmes. POUZ offers a broad spectrum of adult education programmes, continuing vocational training and additional training programmes, elementary, high school and secondary school programmes, cultural and publishing programmes, activities in international projects. Within the POUZ there is the University of the Third Age (UTA) offering various informal education programmes. Key objective is the inclusion of the third age population in cultural and educational programmes, which enhances not only their social networking but also contributes to the sense of personal growth. Apart from formal education, there is a wide range of non-formal education and training courses. The founder of the POUZ is the city of Zagreb.
